Where to buy thousands of contextual links in already existing articles?

One of my competitors has thousands of links mainly from low quality blogs. I don't think he has such a big blog network (6000+ sites), I'm sure he is buying those links somewhere.
Even though his site is new, he has links on articles dated 2012. Obviously he bought them recently.

BTW all blogs have good content, not spun sh!t.
Where can I buy such links? I need thousands as cheap as possible
