Yes you are paying a higher price becaue by the time the coin lists on an exchange it is less risky at that point so you pay a premium for that

You have to register on a good exchange for this. Like currently, there is an exchange named Bitget which is listing new coins. So, if you make an account there, you can buy new meme coins. Once the meme coin becomes more trusted, it will be available on big exchanges also like Binance.
