I read a few weeks ago, that you had to use licensed images, for your headers and graphics on your site.

Does any one have any good sites to get them from? One I was looking at wanted 400 for a really simple picture

    Sod paying for images!

Do a wikipedia search for public domain images and copyright free images and you'll find a host of images without a license required!
At the same time you do this, take note of the disclaimer Wikipedia use, copy and paste it and modify it so it covers your site. :D
(Obviously you can get some really nice images by paying, but there's millions of license free images out there)
