You can buy .com's for $8.99 on Namesilo. Hosting depends on your budget but I'd choose a fastest SSD hosting as there is no use in building a site and spending time and money on backlinks if it's slow to Google and to your Visitors. Fast load time = better pageviews = more CTR.

Peoples post mixed reviews about Hostgator but if you were to go with them, host your site via Cloudflare so you get some speed optimizations but it's not as fast as a SSD hosting. If you plan to build this into an authority site, set it up with SSL right from the start so you get some free love from Google. You need dedicated IP to install SSL and Depending on your hosting provider, you may have to pay an extra $2 per month for the dedicated IP.

I know that Godaddy.com is a great place to buy domains and you can get a coupon from fat wallet.com to make the domain $1.99 or $0.99. Hosting you just want something that will keep up with the website you have and won't lag. Beyond that keyword optimized content is something you want to heavily use when making an Adsense blog as this will drive Google traffic to the blog and Google traffic is good for "CTR" (click through ratio).

I've just paid for my hosting and i have 1 advice to you: if you're serious and want to stick to it, buy your hosting account on an annual payment plan... no matter where you get them from. And as a response for your question, there are a lot of coupons, including godaddy (that's what i use), where you can get a cheap domain and a cheap hosting account.
