i have used traffictaxi(dot)net in the past.
of course the traffic is of low quality,although i saw some adsense clicks...
i don't know what you're going to use that traffic for...if it is for blackhat purposes,i say go on..otherwise,you'll just waste your money...

If they say no IFRAMEs, just create the IFRAME with javascript and encode it, to disguise it.
