I think you can find forum poster mostly on plateform like Odesk, Elance etc.. train them well and give them a list of forum you want they advertise. You can also try local listing like craigslist, this way you may also find people that are interested in your niche.

I think it depend of the time and effort it take. If they have to find a forum, register, find related topics or create a new one, write an interesting post and place the link the smart way, it may cost 4-5 $ per post minimum. But if this is just a forum signature and just reply to threads, it can be 1-2 dollard or less per thread.
