I just put a post on Facebook asking for someone local that could hand out flyers- found someone that would do it in their spare time.
that’s for the area where I live, so friends shared the post locally.
but if you are looking at remote locations you could maybe sponsor the post so it’s seen by locals in the appropriate area?
also, for me, flyers has been a very successful means of advertising.

Can I use craigslist as someone who is not currently in the U.S. to post in Craigslist specifically for Vegas residents?
It's done everyday by hundreds of people. I use it in a bunch of other cities and it works great.
I would be careful with this, there is no way to assure or track this kind of job.
Too easy for somebody to claim they passed out the flyers. Best thing would be to find a "Guerilla" marketing guy. I remember Looking into this when I was doing a offline project. These guys hire laborers (mainly immigrants) and do posters on trees and walls, flyers on doors, etc.. mainly used by local business such as pizza shops to promote offers and coupons. But the the general feedback on these services was that they rarely delivered, or they just did not convert well.
You also have to account how you will give the flyer guys your flyers. Flyers cost money, it can add up quick.
Hiring a random person off craigslist will not work out well IMO.

Really popular in the downtown areas. As for tracking I don't think there is any system to track this.
I am sure you wont have a problem finding them especially in big cities like Los Angeles
I think I just made the post on my Facebook timeline. You could promote it to mums within 5 mile radius of city X though.
