For example, in a IM Skype group, someone will say "does anyone know a designer that is actually good?" and it'll end up being some random hidden gem that's suggested, that doesn't really self-promote (mostly since their skills are good enough to not need any promotion). There are old BST sellers like this who closed threads because of their success and good work and only take private deals, etc.
For example, a relative of mine is graduating a 4-year college program in graphic design, has worked with a couple happy clients, EST zone, native English, the age where they need the money, have the skills but don't want to get into a full time job yet, where would I drop a contact like this on BHW? Is there a place to just recommend people who do good work?
I would buy him a BST, but that'd make me accountable for each and every order, and also he'd need to provide samples to be verified by mods, etc, but he wouldn't be interested in doing free samples when he already has a few repeat clients that keep coming back. I just want to do him a favour and give a vouch, that's all. Some of you will get what I'm saying (those that constantly are looking for high end designers and developers), but most of you probably won't.
