where's a good place to upload Copyrighted content, so that a user can obtain it, and the links won't be reported and down in an hour or so?

You need to learn how to use Usenet.... This is also known as the 'first internet' and formed the original message boards which were about in the very beginning.

To this day it is used for the very purpose you are intending. Google usenet there will be plenty of tutorials out there.

usenet seems interesting, but from what I've been reading on it, my files would only stay up for a cpl of days, maybe a little longer, but that'd be it?

right now all I have is video content I'd like to upload.....not sure about legal issues if I used youtube and gave ppl an unlisted link, of course have the youtube account made under a proxy and all that fun stuff.

I'm hearing youku doesn't really care about copyright material since they're in China.
Anyone have any experience with youku?

you can protect your uploaded content different ways:

    1) link protecting sites:
    HTML:
    http://linksafe.me/
    http://ilix.in/
    http://lix.in/
    http://ncrypt.in/
    2) online notepads:
    HTML:
    http://paste2.org/
    http://pastebin.com/
    3) Russian file hosts, they tend to give a fuck about copyright laws, they seem to be weakening tho:
    Code:
    http://letitbit.net/
    http://letitbit.org/
    http://letitbit.ru/
    http://vip-file.com/

No they are not. Usenet is not web based it is a unix based message board system.

You will need a newsreader something like newsleecher to post and retrieve files...

http://www.slyck.com/ng.php is as good a tutorial as any.

Also newzbin lists nzb files which make finding and downloading content a doddle.
