You could look for YouTube videos that are tagged as Creative Commons or search "free stock videos" on google and you'll be able to find a bunch.
Note that to use those you need to edit, do something with them and not just copy paste them to YouTube because copy pasting them won't fall into the fair use category.

If you are posting shorts, you can take from other shorts platform like tiktok but such channels will not be a huge success.

You should make videos on your own. Posting other people video will cause copyright.
