Who sells prepaid cards?
They must be already registered

Ebay has them. Put the word "moneypak" in ebay's search and you will find preloaded cards.
I'm going to assume that you aren't in the U.S then? You can buy these are pretty much any local convenience store if you are. If not, you would have to do the eBay thing or find some on-line supplier.

These cards are not issued and registered to names or SS numbers at all.
In fact, they don't even require a name to register the card with. You just have to walk up to the cashier, load up your card to a maximum of $500, and then pay an extra $5 service charge to activate it. Afterwards, you must load it onto your PayPal directly using the code number after you scratch off the back and put in your SSN.

I just bought one last week from Walgreen's. And it's exactly like the man said. You get the card off the display rack, you walk up to the counter and load the card with whatever amount you want (don't know about a minimum or max), they tack on a $4.95 fee. From there you log on to the website after creating your green dot account and get the number underneath the grey scratch off area on the back of the card. You can even send money this way. The other person just needs a green dot account and you send him the number on the back of the card. No need for name, soc#, nothin.
Yes, but if you want to reload again you need to register the card in a name, with a SS#, and have the "real card" sent to an address and it will have a first and last name on it.
I need cards already registered in a first and last name, along with a SS#, that have been delivered to an address. Can anyone help me with this?
The OP is talking about RE-loadable debit cards that can be loaded via Greendot Moneypak or similar sources, not one-shot gift cards. The problem with him asking for pre-registered cards is that 1) most such cards now require a SSN be associated with it (that is checked against a database), usually matching a name/DOB or address, and 2) most cards carry a monthly fee whether they are used or not.
Why would somebody pre-create a card and eat monthly fees waiting for somebody to resell it to? I have set people up with newly created cards from the few vendors that do light or no verification. Does the OP have a separate US address for the card to go to, or needs to get a private maildrop street address as well?

So I guess a account now card would be out of the question? You can buy them in a store and have money deposited via western union with just the cc number.

What is the difference between buying or selling a ebay, amazon, facebook, or paypal account... and this?

Is there any prepaid cards from other countries that do not require as much personal information as prepaid cards in the usa do?
