Where can I get a VISA Card I can use for Paypal Withdrawal

I am currently using a card issued by my local bank.
But since January 1st the things have changed in Romania and all transactions are reported to the national IRS.
Anyone knows a service that offers VISA card, that I can attach to my Paypal and withdraw the money to it?
I would appreciate it.

You can use Entropay. I'm pretty sure PayPal withdrawals to it are free (minus the PP fee) and you can get an account online in minutes. I don't think they offer a physical card though.

With Neteller you get a Mastercard. You cannot withdraw money to Mastercard from Paypal. Only Visa.

How is that helping me?
Money will be stuck in that Entropay and I will still have to send them to my country by bank account.

Check out paxum, is nos a visa, but a MasterCard, and they still work ok with paypal, so you won't have any issues

what do you mean?... bank account balance is sent at the end of the year... not specific cc transactions. what are you talking about exactly?
 
You can use the Payoneer.
It only cost $ 50 per year, but it will not collect taxes from your monthly.
I use it and no tax officials to my home.
Payooner can also be used for verification paypal.
It's been 3 years I use Payooner

you are not living inside the US. i use payoneer and live in china
 
you would have to use a proxy and open a american account then get someone to get you a prepaid paypal card from an american store, this would be the only way...
 
1) Entropay - quick way to get your account limited. Virtual cards are against PayPal's T&C and all it takes is them requesting a scan of your CC's front and back. Been there, done that.

2) Payoneer - since when does it not work with PayPal anymore? I may have old information but my last withdrawal from PayPal to Payoneer virtual bank account was a couple of weeks ago and went perfectly fine. Btw OP - the scheme in question expects that you'll apply for and get a virtual (US) bank account from Payoneer. Then you can withdraw from PayPal to that account, and in turn from that account with a Payoneer MasterCard. Likely your best option.
 
If you are in the US. I recommend the Regions Now prepaid account. I have seen nothing but great success with these cards as they work just like a bank account. Just they are prepaid and often times for those who have no credit or no established credit.
 
OMG ... read the law again They don`t check you to see if you pay your taxes , they check something else. ;)
 
As far I know Payoneer virtual bank does work, didn't test though
