I used to have a list of places to find good voiceover people but I can't find it at the minute.

The only one I can remember is http://www.voice123.com

I just searched for French speakers and there are 712, so it could be a good place to start.

Fiverr is the place. THere are some golden gigs out there providing Voice overs. Read the reviews before buy!

That's right, Fiverr is a great place to find your voice over guy for as low as $5. I am a level 2 seller for 2 years on Fiverr sellings gigs related to video production.

For future reference: hire a freelancer via upwork. There you can see their projects and work history and determine who is the best candidate.
