You can buy them at godaddy with promo codes for as low as .99 cents 13$ is not a cheap domain in my opinion, just about any registrar has less expensive. google= [.99 domain] and click the godaddy ad at the top. Unless you mean aged domains from the current owners, in that case 13$ would be too cheap for any good domain.

Thank you all for the responses, much appreciated. I decided to go with GoDADDY. I have one more question is it worth it to get Personal Website Builder? or am I better off not? I've never ever created a website so I was wondering if this would be good to use for a newb like me?

In the future you should try NameCheap or somebody other than GoDaddy.

Also, don't buy anything but domains from them, no website builder, no hosting the only other thing is privacy for your domain but don't get anything else.

Umm... virtually anywhere assuming you mean a new domain. If you are referring to expired domains, there is no single answer. Just search around.
