When to make new page for keyword vs add to existing page?

    This is something I always struggle with -- deciding if I should add to an existing page or create an entirely new page for one keyword.

    Example,
    Keyword 1: leash for dogs - 2,000 monthly searches (currently have page about this)
    Keyword 2: dog training leash - 75 monthly searches (do not yet have any info about this)

    Do you make 2 separate pages, or add more content to the leash for dogs page by throwing in a h2 tag about training leashes and a paragraph?

    Depends on the competition on both keywords. Normally I would use one page for both of them and indeed throw in an h2 tag.

    Exception; either one of the two is competitive. By this I mean that if there's a lot of competition on keyword 2 I would make a new page for it but also in case of a very competitive keyword 1 because if keyword 1 is very competitive you want to optimize and specify the page as much as possible (so without ruining important h2 tags with a long tail keyword).
