Is it a good tactic to build some high quality links to the home page first even if you don't want to rank for any keywords on the home page?

This way, you can build some authority and PR to the domain.
 
Why on earth would you not want to rank your home page?
And you pretty much answered your own question.
 
Sure, high PR links will never really hurt your website. They'll just make your website more powerful.
 
IMO, I think you should still try to rank your Home Page as well as the other pages on your site.
 
Interesting thought why wouldn't you want to rank your main page? Even if it's super competitive if you're in for the long run you can get there. All you have to do is rank your secondary pages and then go full steam on the main domain.
