When should I start building backlinks?

my sites about 4 months old with around 30 posts on it. I'm just starting to do outreach but I was wondering is my site too new / small to start doing outreach? I don't see why bigger authority's would care about me

No, it's completely fine to outreach. If you have good content and the site is looking right, then you may find some answers. Although, be aware that it is very difficult if you are not willing to pay for the links, even with a more authoritative site
 
I was fully expecting to pay for the links. On average what do they usually charge. I guess it would depend on traffic eh?

Buzz steam looks very cool thanks for the suggestion going to give it a shot

You want to build links show so google doesn't get suspicious right? So if I get 10 responses should I spread them out over a month or so?
 
Don't worry about the quantity if you're building quality links. Startups when they go live, they get 1k links from Press releases in a week and they do fine with ranking as well.

Perfect I was nervous that I was going to get my site penalized before it was even out in the sand box.

From reading on here it seems that you typically get a 5-10% respond rate from outreach emails does this seem about right?
 
Buying spammy backlinks is always going to site penalization no wonder (Ex.: $5-100 backlinks). Before buying backlinks do a clear background analysis and be careful while choosing what kind of backlink service you need.

I'm doing manual outreach to quality sites nothing spammy
