in my experience, there is no "best time" to upload videos in youtube.

There really is no best time. I guess if I did have to pick one, I would say at 12:01 am so that you have all day to run tube increaser and you'll rise more quickly to the daily honors.

the best time is 23:50. it takes 5 mins for upload & 5 mins for it to go live. then you can slam it right on midnite
