followers are irrelevant then, give it time wait about a week after doing most of the account warming up or until the account is fully warmed up.

You can start monetizing from beginning, I believe that the earlier you start the better. Because your audience will at least know what to expect from you from the very beginning.

unless you get phone verification or the account banned, if the account is about promoting a legit than great yeah, but with botting and promoting content lockerer type offers (ogads stuff) then no you'll just increase the chance of getting banned tenfold

I wouldn't use CPA on any account you've invested some time in. If you're going to use CPA, use a fresh account behind a proxy. Using CPA on more established accounts is extremely risky as the chances of getting banned are high.

If you're looking to use your IG to sell shoutouts, I'd wait until 500k+ followers. I'm not kidding. You can make a tiny bit before that number, but it would be peanuts, and every ad or shoutout devalues your account a bit. Plus it can be extremely tiring to find sponsors, you'll receive a lot of rejections or no reply even with a 100k or 200k account. With a very large account, you'll have the authority and far more brands will be willing to do biz with you.

You should wait until your account is aged for a little while. It's probably good to wait for a week or two before you put your link up on the bio. Also be careful with the link and the text you're posting in your bio since if it's blacklisted you'll probably get disabled from the get go.

The things mentioned above by the people matter a lot but apart from that, it also matters on what niche you're in and how active are the people who you're posting to? If they people are really into your account and like it very often, a few thousand is a good number.

But that's not the case most of the times so it better to wait till you get a few hundred thousands when you can actually expect the message to reach enough number of people to get you some actual money.
