    Hello,

is it better to send a quote during the day when they are probably busy, or in the evening when they are probably free?

Almost all the clents I get are friendly . They are happy to get a quote no matter what the time of the day is.

If they are busy, they will just tell me that so we will be talking later.

Dealing with clients who actually care and rate the freelancer by thr timing and sll these would be a pain in the ass to deal with, further down the road.

it's not that I want them to rate me good.
I have to text this guy a quote. I am wondering how to maximize my chances of him accepting my quote. so the question is, what time do I text him?

you should be upfront with your service, layout the initial costs, etc, that's just me, minimize as much phone-tag communication as possible

best chances of him to accept your quote is to have to minimal initial cost break down somewhere on your website so when they contact you, you will know that they are clearly interested and most likely can afford your service. Also, don't text them, make a call to them or arrange a call with them or ask for a call back through email. Most of the clients who are interested in your service will be happy to have you call back another time if they are too busy right now. just remember to provide them an option to call back like "It it alright if I give you a call back around 3PM?" if they are not ok with that time, they will adjust the time.
