this has been happening with all google accounts if you log in from a new location. Have been having a hell of a time with some google+ local listings. You can still buy gmail/youtube listings off place like fiverr just make sure they include the secret answers. As long as you have that you should be fine.

This is also happened on my side! I just bought hundred PVA accounts and all are fucking USELESS! Youtube asking for phone verification either security questions while I didn't have those fucking info! FUCK YOUTUBE! :chairfall
This may sound oversimplified, but IMHO I think this is YT's brilliant sledge-hammer way of stopping "scammers," or anybody they even think might be a scammer. They cure the disease by killing the patient. Also, they just don't seem to want people making too much money from their vidz as of late. I've done a few rants on this. I also had 40 accounts that were working perfectly pre 2012. Enter 2012 and suddenly they've all become worthless ... cant even sign in to them.
So yeah, YT is becoming a pretty crappy place to be.
