What's this type of backlinks and how to get them?

Hi friends,

Today I analyze this site's backlinks: sneakernice.com

that I detected some backlinks (high quality) of this site are following:
http://www.cpatlanta.net/28/
http://www.golfleecreek.net/28/
http://www.quebechotel.org/28/
http://www.a-bailbond.org/28/
http://www.nosqlwinter.org/28/
.
.
.
(many more sites like above)

when I clicked these urls, all these urls show me the same site contents and html code as the money site: "sneakernice.com" except for the main domain changed,

For example,
the http://www.cpatlanta.net/28/category1.htmlhttp://www.cpatlanta.net/28/ contents and html code are same as http://www.sneakernice/http://www.cpatlanta.net/28/category1.html contents and html code (other pages are same 2.html=2.html, 3.html=3.html, except for the mail domain changed)
the http://www.golfleecreek.net/28/http://www.cpatlanta.net/28/ contents and html code are same as http://www.sneakernice/http://www.cpatlanta.net/28/category1.html contents and html code (same as above)...

This is not 301 redirect I think, but what type of these backlinks are? Whole site copy or any other new type backlinks?

And why all the second tier categories are "28"

HOW TO GET THESE TYPE BACKLINKS? :)

Any seo expert friends can tell me?:)

Now that is interesting. I think Google penalizes duplicate content so I'm not sure that he's trying to build a backlink profile like that/that you want to do that

Yep, looks like they are hacked. You can run a reverse IP lookup to check whether these sites are sharing same IP address. If yes, then one compromised website open an access to public_html folder so attacker owns entie user account with all addon domains/websites. If not, he just got an access to single web. The strategy is simple:
.htaccess rewrites + file upload. You can also run another test to check how this page performs when accessing from Google and as a direct hit - maybe they are using some cloaking on top of these (I would be surprised if not) . A few days ago I wrote a post about it on BHW, search for "Hacklink" if you want to learn how it works and how to fight it :-)
