I'm not really getting it. From what I understand, it's a framework. I just downloaded both the "Compiled" and "Source" and I am trying to figure it out.

But maybe someone on here already has some experience with it and can give me a better definition of it so I can skip the learning curve?

It 's a framework for making webpages. It has a lot of boilerplate stuff done for you (i.e. common things you 'd have to manually figure out & do). It also has a set of functionality that if you follow it, it allows you to build responsive webpages in a short time.

In short, it 's a framework for developers, not end users. It is not for example like a WP framework, where you point and click settings in the admin panel. You must know html/css/javascript.

Thank you! It makes sense now. So basically, the best a modest and mediocre end-user like me can do is to rip one of their Templates' HTML file and only change up basic stuff.

I just had a go with Bootstrap a week ago and I must say I am very impressed. This is useful if you are looking to build a website from the ground up. You define the columns of the website, how they flow, how they react to different screen sizes.
The documentation on the github page is pretty good. I started playing with the different classes of the framework in no time.
If you are looking for some WP based solution that implements BootStrap, search for StrapPress.

Yes, it 's designed to be easy to use in its field. Read a few tutorials (like this) and you 'll soon be able to do some nice stuff.

Don't downplay yourselves guys - if you like what tinkering these stuff, the path from amateur to entry level programmer is not hard. And then again, then next steps are not too hard either :)
