The interesting thing about your breakdown is that you are only considering one factor: country of origin.
While it’s true, as a general rule of thumb, that native English speaker writers from tier one countries charge more, there are other factors to keep in mind.
Is the writer an expert? Can the writer produce consistent quality over time?
Can the writer produce content quickly? How open is the content producer to revisions?
Do you see how this works?
While I understand the need to come up with some sort of basic structure dependent solely on geographic origin—like tier one, tier two, and tier three countries—you might be painting yourself into a corner because there's no easy formula.
At the end of the day, it boils down to the results that you get.
Even if you pay half a penny for 1,000 words, if that content is going to get deindexed or doesn’t get any results at all, you just wasted half a penny!
