Say you're working for a client that has a mediocre budget, wants to pay for links, but understands PBNs and won't allow PBN links.

What's the cheapest way you could show them "hey look i'm building a bunch of links?"

Personally, I would ditch this client. The clients who wants top quality (I suppose that's what he's asking) but doesn't to put his money where is mouth is are only going to bring you problems.

Aside from Web 2.0's and "free" links, what else can you really do if your client doesn't have the budget for manual outreach, premium authority links etc..

Well, my version of an "OK" budget is probably most people's version of a "great" budget, so there is defintely money for outreach, premium authority, etc., but looking to perform well for these guys and not be like "hey look two really high quality links this year"

Don't want to spend big money. Really, need bunch of links for cheap. Check out marketplace many sellers offering cheap guest post service.
Let me know if you need any help with this.

Well if your idea of an ok budget is going to be vastly different from everyone elses, perhaps you'll get better replies if you specify the budget?

You get what you pay for.

I'd let the client know the costs involved with these types of links and ask him to increase the budget. If he can't increase the budget, then offer PBN links again or find another client.
