Find the top tags related to surfing..just type in surfing in the search and the top tags are listed in order. Also once you select a tag check the top photos and look at the account. From their account go to their followers...

so you want to search for surfing (the sport activity on the water), which gives you related and unrelated results too, pick some related ones, check the other tags on those photos, check out the other photos of those accs & collect a few more niche specific hashtags, rinse and repeat this until you think you have enough, in this process you'll stumble upon authority accs, check out the tags they're using and/or you can also use hashtagify.me to find related hashtags

or just head over here: http://iconosquare.com/viewer.php#/search/surfing, on the right you can see the related hashtags ordered by popularity, on the left there are a long list of authority accs

    easy pease :)

I don't know if I can agree with that exactly per se. My acc is 5th on a list of 'authority' accounts on the left (when I type in my niche) that you're referring to and it's only got 590 followers and made a week ago. I believe the top ones are pages that use the keyword in their name/description the most often, which will usually tend to be the authority accounts in most cases though.
