I am 100% sure he meant wordpress.org not wordpress.com
there is a huge difference.
I would also say, if you are new then Wordpress.org
Otherwise listen to @BlurryBit he knows his stuff

its has a free tier to try

I would suggest not to use any free platform. Please use self hosted WordPress and it will save you from a lot of issues which are going to arise in the future.
