What's the best keywords or keywords linking ?

Just want to know please if possible

i saw a lot of "clouds tags" and some put them at the top op the page
so what's the best

1- top of the page keywords simple
2- kewords at the top linking to pages

how search engines read the different and of course what's the best if possible to know it ?
