What's needed to pass Manual google Inspection

Hey guys, I wanted to try ppc + cpa; however, after reading google TOS and their bridge page section I'm not so sure what would pass. So, I'm trying to figure out what the MINIMUM one would need to pass a google manual inspection and not be penalized, while still being able to focus on conversions enough to make ppc profitable. I know there isn't any "right" answer, but I want an idea of a safe-bet since I just wanna use my real name and not worry about bans, etc.. I read a lot about review type sites being banned, so whats "good" enough nowdays. Thanks!

Manual inspection? Since when? Do you mean the little scan they do on your site after you apply for an account?
