I always thought that most growth came from people tagging their friends in the comments but then I saw accounts like @futbolsport has 1-10K comments per photo but 200K likes and are getting about 30K followers per day.

Do you think likes have a bigger influence?

I always had most success following/unfollowing. Granted that was over a year ago so no idea if that's still the most effective.
Interested to see what others have to say =)

Just as TheSlug said the follow/unfollow method works very well.

Comments (tagging) will usually have better influence, but the page you're looking at is getting a ton of likes most likely from being featured on explore page.

It's a combination of both. Because of the likes/comment you get a snowball effect of followers. This is from your picture landing on the explore page.
