Say for instance I want to
    - download video
    - edit video
-- cut parts out i don't want there
    -- add a slow-motion effect
-- also add a zoom in effect

what is best software for quickly doing all the editing?

Windows Movie Maker is a great one, it comes with your OS. If you're looking to go more advanced, Ad*o*be Premi*ere Pro and S*o*ny Ve*ga*s (without asteriks) are good video editors.

Sometimes "slow motion", "zoom in", and similar features aren't quite as obvious in video editing software as you might expect them to be. Personally I prefer Sony Vegas for editing. If you want to slow down footage in that, ctrl+drag the edge of the footage out to slow it down. If you have sound with the footage you may have some problems and have to look up a tutorial.

In most cases with popular software like sony vegas you can google what you want to do and you'll find a tutorial pretty quick.

Adobe After Effects also. Might be overkill for what you need at the critical moment but it can do anything and everything. Steeper learning curve, but a worthwhile time investment if you decide to go all out in pro grade. Yes Sony Vegas competes well with it if you do decide to go that route, but it's also worth mentioning that a hefty # of free tuts float around the net for hot visuals in your After Effects vids.

Camtasia and Sony Vegas are pretty much what you need for all your everyday video editing tasks. Camtasia 7 was great, but with version 8's animation features it just unbelievable.
