If I were you I would do this in that specific order.

1- Immediately purchase 10K of precious metals worth, the physical stuff not a paper that said that you own something. make the deliveries to your house

4- Now we at 21K in, you have 9K left. you need to go at your bank to ask for a line of credit of 15K.

Explanation: you need to have a 9 to 5 job for this to work.
Ask for a line of credit of 15K, you have your 9K in guarantee in case they give you a hard time for approval + you are working a job. Once you have your line of credit set up Ohh boy you are set plus your credit can increase if you know how to get back correctly and manage it.

I would learn and do ecommerce, this is definitely good enough budget to run some tests and scale.
Maybe I'd consider buying a small business but usually for such small amount it would be risky.
