Just sent her money back. Keep ~5% from the sum (it will cover fees). Is it so hard to do?
Take screenshots which show that you're being charged $70 for making the refund.
Try sending some more emails to the account from which you got the money. Or try searching for her name and looking for her contact details if you could find some.
If they money isn't really big, I won't really worry about it and keep the proofs that I tried refunding back the money but couldn't send it back as they were charging $70 for making the refund. Or else as Paypal support said, if she sent it to you, its yours to keep! I would keep the Paypal call recording as well just as a proof to be on the safe side.
That might create issues if he gets a chargeback for the transaction the money was sent.
Hold the money for 90 days, if nobody contacts you then consider it yours.
Whilst I understand what your saying man, morally I wouldn't feel right doing that.
Really tight situation I'm in, whilst I want to send her all her money back.
Just was shocked by the paypal agents answer, as I was hoping she could just send it back to her for me but I feel I've done everything I can do.

I think I may try calling em again tomorrow and see if the 2nd agent says the same as 1st one.
I will try to email her more and do what Twitter.Followers suggested and think I am going to keep money in the paypal account, but after 90 days, what else am I meant to do..
i really would like to issue her a refund but I am not paying for someone else mistake. I had biggest headache of my life yesterday trying to get it sorted, ended up putting other work on the back foot to get money sorted out and sent back.
Hold the money, more than likely PP made a mistake and will take it back.

Yeah, morally speaking, I hope she does a chargeback.. but just crazy at how complicated paypal make it to issue a refund and then on top of that an agent basically saying to keep the money...
I got off the phone like "eeeeeerrrrrrrr" but shocked but what plays on my conscience is that if I was in a position where I ended up sending money to the wrong person, I would hope that person would be honest and send money back...
I've tried doing that, I've emailed her like 3 times already.. still no reply...
hopefully she is just a bit busy and then realizes her mistake soon.
Seriously, you shouldn't waste any more time worrying about it.
I know it is frustrating when things like this happen BUT you have done everything in your power to sort it out.
Make a note of the PayPal conversation (time, person you spoke to etc)
Take screenshots of your thread yesterday and today.
Make sure you don't spend/use the money then after 90 days you should consider that money yours.
If you are still concerned just call up PP again. I am sure they will tell you the same thing they told you earlier.
Yeah man, was worrying like hell, spent all day man, all day trying to get sorted, right till I went bed... i ended up listening to your advise and called them today.
So you think i should do a load of screen shots, keep sending emails and take screen shots off them? take screen shots of paypal where i try to refund... and do you wrecking i should record phone call as in actually recording it live or just take details such as times, who i spoke to etc.

I've had "free money" wake up in my bank account. I went to the bank and told my manager to take it back to wherever it came from. Who knows the MF who sent it could be a terrorist and then I'm receiving funds from some criminal.
If you didn't work for it, the money's not good.
Just take screenshots of the threads, keep copies of any emails and log your calls to PP.
If you can record the call then do it but just a log of the name of the Customer Service Agent, time and details of what was discussed would be sufficient. (They possibly record it anyway, they will keep a log that you called too)
Then you have the required evidence that you have done your best to return the money.
After 90 days I would consider the matter closed.

Oh, OP, if you still feel you don't want to touch the money after 90 days, then just donate it to charity and get a receipt.
