I want to rank for "webdesign" in a EU country.
The keywords gets +3000 local searches each month.
The current top 10 is taken by bigger agencies & wikipedia.

What would it take to rank top 3 with a new website?
What kind of content do I need?
What kind/how many of links do I need?
    How would you do it?

The results don't have to be long term.
I'm willing to start over if I lose rankings after a couple of months.

For an accurate answer people would need more specifics, eg. How many backlinks (and what kind) does your competition have?

Sounds like a new churn and burn venture.

With a new website, don't expect your site to appear in the top 3 for 6 months. It probably won't take up to 6 months, but the waiting period is much longer these days even for low-competition keywords. The kind of keywords I could rank to 10 for in 1-2 months now take me 4+ months to rank for.

If you want to rank faster, purchase an aged and relevant domain or better still, buy a site already ranking for "web design" or keywords related to that. Buying a site already ranking for your target keyword is the fastest way to rank for any keyword today.

I would need more details to answer the rest of your questions.

Unique content and nothing out of the blues.

    PBN
    Outreach
    Guest blogging

All the top links must be of high quality otherwise the result won't be worthwhile.

    I mentioned that above.

    Good luck.

Besides the "webdesign" related keywords try to think of others that are not used by the sites that are ranked in front of you, also take into consideration using local keywords for your region. Being more rare and unique there is a good chance if someone searches those particular terms be sent to your website. The top 3 ranking will come in time, if your page is new you have to be patient so it gets Google's recognition. Meanwhile work at your content, make it as different from the other websites as you can. Maybe if you write about more obscure things you will be one of a kind and rank faster.
As for the number of links problem, we checked with our crystal ball but the answer was unclear because there is no answer. Nobody can tell you how many links, the quality is the most important here.
