what would happen if?

what would happen if you made your comment count and rating count higher on a video than views? (stuck views)
would youtube accept that it maybe decent?
or
would they just full out ban you?

Well, if you know the BIG celebrities like Smosh, Fred, and Nigahiga. They release there video's and in the first 1-9 hours they have 300 views and over 10,000 comments and ratings.

So i guess it's fine.
