This is not based on a specific year, its pretty much always been the same way and I very much doubt that it will change.

The keywords that receive the most traffic are the most general. Example, "Hair" might have millions of searches, however, people searching for that keyword could be searching for anything really; from hair loss products to hair extensions or hair styles.

Try to target keywords that a specific target group within your market is looking for. You will be able to generate more income from the keyword "hair loss products reviews" than from "hair", plus you can segment it, collect emails and just get as much data as possible for further monetization methods.

Anyways, just use your head, quantity does not mean more conversions.

Google keyword planner or any good keyword tool will tell you which of them gets more traffic.

Try using the Google keyword planner if you are in doubt on which will help you rank better. It really varies depending on the number of searches. You shouldn't depend only on what your instincts tell you. For you not to waste any effort or money, rely on what Google keyword planner is going to tell you.

If you are talking about anchor text, I would advice you to use a lots of Naked URLs and generic keywords , along with main keywords. You can keep the ratio of naked+generic/ Main keyword :: 8/2

You need to mix them up in anchor texts like aka_sam said.
Because that looks more natural in this day and age in crazy Google's eyes.
