What Type Of Backlink Building Is This?

Hi Everyone!
I've been looking through multiple websites to know their backlinks building strategy. I'm using Ahrefs to find backlinks opportunities.
Everything was going fine until I saw a common strategy that was being used by multiple sites in a row. It kinda looks like they all are building forum links in the same way. Here's the live example: http://bondacademy.me/index.php/forum/suggestion-box/152602-download-mp3-music-disco-remix
What they doing is:
1. Putting a random image on top.
2. Linking that image to some kind of ad network.
3. Putting some keywords/words in a row.
4. Adding some images to the thread.
5. Then linking to multiple websites in a row including some other forum comments.threads.

This kind of forum links building technique is common among all websites which are providing free files download. Even though some niche based websites are also using this spammy kind of forum links building and it actually works as their traffic is good enough and their website is ranking for multiple keywords.

I just want to know that if these links are being built with the help of software or it's some sort of backlinks building technique that I don't know about? I'm specifically asking about the *thread structure* that they are using. e.g add content and then link to their website + genuine websites + other forums etc.

Looks like the first set of links are tier 1. Then the keyword rich ones (other forums) are tier 2 / 3.

Are they ranking well?

I'm sure they have other links cos this seems like ineffective garbage.
 
looks very spammy for me.. I think, if they are ranking, something else boosts their authority, not these obviously spammy forum links..

Yes, they are ranking very well in searches. The i was tracking are file/movie/music download based. All of them are using the same forum links building structure. They hitting over 1M page views per month.

They are also linking to articles, web 2.0 but when it comes to forums, they all are using the same structure.
 
What's best strategy you recommend!

1) guest posts, 2) niche edits 3) strong permanent homepage pbns 4) social signals 5) build Web 2.0 and cheap pbns on 1 -3. Keep on repeating this process.

1 -3 fire on your home page and internal page, make sure to use generic, partial and very less exact match keywords

Along with this make sure you use premium plagrised content and target easy keywords, yiu may even rank for difficult keywords but you’ll have to spend more.

Software used to create spam by the sound of it. Thought it was blog software of some kind at first.
 
These are parasites.

most of these forums are unmoderated,thats why people use these forums as parasites.

Not yet, first I need to collect more information and later on I'll surely implement it on some of my sites and see if there's any change in search traffic.
