I use Coreldraw. I dunno why. It's quite good. Sometimes I use illustrator if I'm doing an after effects or I even use the free vector program inkscape. I like inkscape because there are some really good tutorials and basically all programs have the same or similar tools...but like I said in general I use corel..I used to do screen printing and it's used a lot in that industry. Also the splash graphics is always nice
It is called doodle animation. The software Doodly is a very cost effective tool (I had bought it for around $29 last year) for this purpose and you can draw exactly this style animation and graphics with it.
