Yep, basically 3 parts of Maslow's hierarchy of needs.
For convenience sake I will add Viagra under the (self-)esteem layer, but I have to think about wether sex toys should be placed in the Love/belonging, or self-actualization layer.

Is the audience 100% random, or can you think of anything that ties them together, or any type of demographic or anything like that? If the audience is 100% random and you don't know anything at all about them I think its a bit of an phill battle, but if you can find any type of information about them as a group then it would make targeting them easier - for example, even if they all signed up from a site within a specific niche...

how big of an audience are we talking about? here's what i would do. pick few offers in the major niches & set them up on a rotator. collect data to see what performs best then kill the laggards.
sex
adult dating offers, cam sites
health
nootropic offers, weight loss, testosterone boosters, penis enhancers, muscle gainers
money
make money online (jvzoo & clickbank have tons of offers in this sector)
check out affpaying.com offervault.com to find cpa offers & networks containing those offers.
once you start getting traffic you should get good idea of what they are interested in then morph into other offers/products from there.
