to people that dont believe you get quality on fiverr:
I just ranked a keyword with 22k exact searches on first page. Still fighting to get to the top but I saw a nice jump in my traffic. You can get good results from fiverr if you choose the right gigs and know what you're doing.
I am adding some profile backlinks and comments on high PR sites. My domain is fairly new. It's been on for less than 2 months. It is so time consuming though. I will need a gig or two. I wanted to do an informed grocery shoppingIt depends on what type of backlinks your site needs, also the age of your domain, etc.
You're question is like asking someone "I need food, but I've never been to a grocery store before, I've heard that there's some food at these grocery stores that costs $5 and could feed you for a week, is this too good to be true?"
I don't have much money to spend. Fiverr means only $5. I will check the BST section and see what is there.Honestly, you will get what you pay for... what are you looking for exactly? There are some great services in the BST section. And really, they arent that much more than fiverr and you know what you are getting.
Does the OBL number matters?Sure it's possible. But it's most likely either spammed to death .edu blog comments, or hard to index .edu profile backlinks.
That's still okay for $5 in my opinion. But if you want higher quality, you have to pay more for it.
Fives could add up with a lot of trail and errorthere are some nice gigs on fiverr (like mine for example )
but you gotta search for them and sometimes you will get nothing out of it, other times you will get a lot
the ones which are good you just make your favourites and do again when needed

Since your site is new I'd recommend starting out with building up a lot of web 2.0 properties with unique content and link them to your site. Do a search on fiverr "web 2.0 account creation" or something like that. You'll want link diversity as well, but quality counts. I've bought some really good gigs on fiverr like a senuke blast, submitting an article to article ranks and other high pr blog networks, etc. There are definitely some good deals on there that can work, but the key is to be selective. The best tip I can give you is don't point thousands of spammy links directly at your money site with a new site, unless your strategy is to churn and burn. Good luck.
