    Home Page:
Authority site + this kind of low quality manual backlinks = 7th page.

Except guest posts, all those links you basically mentioned are fairly worthless. Maybe edu gov links can be considered half decent if I close both my eyes, but those are diversity links at best. Don't expect to rank anything competitive with them, let alone an authority site. And if you lack budget, then forget any authority site altogether.

IMO, edu/gov links, article submission, blog comments, doc shares are tier 2 & 3 links. It is waste of time if you are doing it manually since you need lot to create for better result. Guest post - Niche relevant, DA, CF/TF, Organic traffic, visitors per day, Social media engagement.

    Thank you for your insights

yeah i'm aware that these kinds of links are useless but using them to rank is not my goal here. i just want them to be in the tier 1 for shit to look natural as my tier 1 consists mostly of guest posts, press release and expired/aged web2.0's, and later maybe PBN links
so i thought a little bit of diversity in tier 1 would make things look much more natural. and tho my goal here is to make things look natural i thought if i will do these manually i'd better chose the sites which have good metrics because at least some linkjuice will flow.

but the thing is i'm doing everything as manual as possible because i don't have a good budget right now. Obviously i will have some for guest posts or press release types of links but my overall monthly budget would still be around a $100.
The kw's are low competition to mid competition so i don't need such a big SEO budget in the first place. i may have needed it if i was going complete whitehat but it's not completely whitehat either as i'm using web2.0's as my pumper sites.

i also didn't know what metrics should i look for in contextual links for web2.0's. i would love it if i could get some insights for that too
