As I think about a blog that I want to write, I can't figure out how to narrow down the introductory post. I feel like it needs to be brief and to the point, like a good opening sales pitch, but I feel also like there is so much for me to explain. My background, my goals, etc.

Is there a specific form I should follow for this post? What are your suggestions, Black Hats?

ALSO: I was playing with the idea of having a day that I had a completely off topic blog post. Will this hurt me, as far as SEO goes? After 6 months to have 26 posts that are completely irrelevant?

    I thank you in advance.

Who do you think will read your introductory page? Create an about page instead.

And no, do not post off-topic articles to your blog. It won't hurt your site much SEO-wise, but it will look awful and unprofessional.

You have to write in such a way that everything is covered.
Start introduction with 2/3 line and leave it to context, here you need to mention all and then to road map, here you can indicate your goal and ending points.
But in a short and sweet manner.

Ya, this is what an about page is for.

If it's a humour blog, be funny.
if its a how-to blog, show how-to leave a comment.
if it's a niche adult blog, talk about your favourite scenarios.
if it's a personal blog, talk about the highs and lows of your life etc.
keep it grammatically perfect and short (but sweet)
think of a signature sign off or intro to differentiate yourself and make it stick in their mind
    just my 2 cents.

Some pretty good advices already so I suggest make your post as entertaining as possible and the rest goes to the "About" section of your site.
