Illegal under US law to use SSN for identification.

Read the Social Security Act. It is illegal to ask for SSN's for identification purposes, or to use the number for such a purpose. Even if this law is seldom enforced. You should never give your SSN. I would simply point that out and be done with it.

Since you probably have already given a CC# to Paypal, they already have the SSN on that card because of the linked account information.

I pointed out what I had previous stated, and then asked them the need for the SSN. They went away.

True. But they will claim they need it for tax purposes and it is a part of their TOS.
If you play hardball with them they will just permanently limit you do being a so called "High risk" client.

Which you go around by linking the account to SMS and a throw away cellphone.
