By tires, i guess you are referring to tires link building?

Well, here is what I know.

Tier 1s - This are set of quality sites with unique content that links to your money site.

Tier 2s - This sites links to your tier 1s.

Tier 3s - This links to your tier2s... And this where automated tools come to play.

Tier 1 - web 2.0, PBN. I also get some high pr profiles links and high pr blog comments to dilute my anchors. I do not do tier linking to blog comments.

Tier 2 - I build pr 0+ contextual links with GSA

Tier 3 - I outsource this with 100k spam links.

Extra notes - I did a test were I sent 150 high pr profile links I then blasted them with 150k xrumer links and to my surprise the website went from N/A to a stable 40-60 in just 1 week. The domain was expired but it had no links, the content was 500 words and 100% spun gibberish with a 1% keyword density. The site has kept its ranking for over 2 weeks now so I think this could be a nice addition to your SEO method.
