I am looking for an offer that would convert the best for traffic that is completely un-targeted. I've got a ton of sites with thousands of pages each, and I never know what's going to rank and send me traffic. e.g. It might be for barbie dolls or it might be for oil filters, or ipods, or acai berries.

What offer would be very general? Would "making money online" appeal to the masses?

For the most part nothing is going to convert well, you're better off with adsense.

Well I'm already using peakclick ads (similar to adsense, but they pay less and don't care about BH), but I want to give the user even more ads to click on or submit they're e-mail to or whatever.

You could look at a cloaking. You could send everyone who got there via a health search to a landing page for a health related offer and everyone who got there via a search for oil filters to an auto parts offer...etc.

For freebie offers, do you send them straight to the freebie landing page? Or do you send them to a page that is like "here's how to get a free ipod! follow my exact instructions and then click the following link, complete the offers, blah blah"?

Also what kind of conversion rate are you getting?

Lastly, if I'm sending a bunch of traffic with blanked referrers, what do I tell the affiliate manager that will eventually start asking questions?
