    Hi,

I have some money to invest in a big project and I'm looking to know what means high quality links for you. I want to buy some high quality backlinks for the website.

    Thanks

I would look for high authority and high relevancy to your niche. For instance if you can get a backlink from the #1 in serps for your keyword that would be golden.

High quality links for me would be manual backlinks done to relevant blogs and forums. If you manage to build even 5 of those, you will see it in serps for sure :) quality over quantity... altough it's easier to copy your backlink stradegy if you have few high quality backlinks so make some crappy ones aswell.

I'm no expert but I think I can answer this:
-high PR (page PR, not domain PR)
    -low OBL
    -relevant content to your site
    -your keyword as anchor
    -TLD
-page should be close to the domain (domain.com/asd is better than domain.com/asd/asd/asd/ads)
