What linking companies should one steer clear of that Google has identified as Link Farms, ect that will kill your SEO?

I guess you should stay away from SEO whatsoever these days if you can't afford the risk. By the way, you can find a bunch of good affordable SEO services here on BHW with plenty unbiased reviews and feedback.

If you want to reduce the risks, take a service with unique hand written content for tier1 and manual work, but of course it will be more expensive.
