The best one in my opinion would be a business-like looking website. Crsk8 mentions it in here:

Just buy a domain, install wordpress, search around for Snowwhite's templates, and voila! You have something that's decent and better than most of the applications the CPA networks are receiving and denying. I actually just went ahead and got someone to build a site for me using Joomla so that works also.

    Snowwhite's templates:

also depends on the CPA network
for a network like incentreward, they wont care which domain you use
Hydra is harder to get into, maybe if you dont have an aged domain with a large number of unique visitors, use pofecker's email method.

I followed the instructions I said above (minus the wordpress site/templates) and I got accepted into almost every network I applied for so far (about 35-40 networks) If they declined my site I emailed them back telling them that they made a mistake and should give me a call back, which they did. I would then explain to them that it was a corporate front and not a site that I drive traffic to. This would go on for about 5 or so minutes and I've always ended up getting approved. An important tip I can leave you with is to ALWAYS pick up your phone if they call (some networks have automatically banned me before if I didn't pick up) and call them back within the next 2-3 days if you can.

    I agree wholeheartedly with khoahalabear!

I used Site Studio 6 (free to download on BHW) with the ready-made template. I added some content to make it look like I am an experienced IM-er, and just made sure I put in real contact and corporate details for my company (you WILL need a company eventually - may as well get one now!)

All up, this took around 2 hours and has been enough to get me accepted into 10 networks.

i created my own clean-looking theme and did a content based snowboarding site. not a business website by any means but i figured it would look professional and the people it would attract would certainly be varied.

most CPA companies didn't like it. got accepted by like 5 or 6. something to keep in mind i guess. sometime i'll get around to reapplying or calling some of them and saving my ass with my super-suave phone skills.
