What kind of pop-up do you recommend for post penguin?

I haven't dealt with pop-ups before but the pop-up doesn't deal with advertisements outside of our niche.

Meaning, it's niche related and redirects to a facebook app.

What kind of code is safe to use that won't affect rankings?

Also, are exit pop-ups more dangerous than using css pop-ups?
