This is the old automatic link exchange programe. I remember joining this kind of program for my travel site back then. I can't remember what its called but to be on it you have to join and put the same page on you site as well.

You can call the page anything you want but you must link it from your front page

Just looks like a standard link directory type thing.

I'm pretty sure there are some good search queries you can use to find heaps of these, although I can remember what it is right now.

    those are just link exchanges.

create a page on your site and contact those site owners.
you put a link to their site on your page and they will put your link on their pages. basicly both sites will point to each other.

on these overcrowded pages your links will be useless. using this could be a bennefit in yahoo and bing, but google might penalize you for it

on the other hand linkexchanges can be very powerfull if you can find a handfull of webmasters in your own niche to exchange with. but it has to be used smart and with care.

this was a hot system in the good old days when googles algorhythm was still infant and quantity was valued over quality. but google caught up

Could also be a page an SEO company own. This is one way some SEO companies build links, have loads of domians they own, then put their customers links on them.

A crappy way to link build, especially for an SEO company. Kind of work companies like itscoldoutside provide. about as useful as a chocolate teapot, as the pages never rank well in Google, never have nice PR and aren't themed in any way to the links that sit on them.

Not high quality links and won't help you in the SERPs much at all. Hate to bring the bad news.
